He's seems to have been in a manic episode the times he's been on the show, being very grandiose, extremely energetic, easily distractable, very talkative with flight of ideas. Judging by the times I heard him on the HS show, I'd say he definitely has bipolar type I disorder with manic and depressive episodes. I don't know how this works in CA, but he's not likely to be "committed" unless he's a danger to himself or others, having active dangerous hallucinations, or signs in voluntarily. It's a catch-all term used to describe most anything that isn't suicidal or homicidal ideation.
